    REVENUE & EXPENDITURE REVIEW
   
  • Village expenditures are planned, monitored and as always - balanced
  • Annual planning meeting held to review upcoming year's budget
  • Monthly review of revenues and expenditures to assure a balanced budget
  • Bi-weekly review of individual expenditures
    CONTRACT REVIEW
   
  • Contractor performance is monitored for quality and cost - assuring the Village taxpayer the best value for the money!
  • Quality of Services reviewed and compared, if necessary bids are solicited consistent with State law
  • Example, refuse contracts compared to other communities - both rate and services provided (some communities require residents to pay per bag for lawn/leaf pick-up, Tinley residents are provide free toters)
  • Example, ambulance agreement provides response time/ ALS (advanced life support) last agreement saving $200,000 annually over previous agreement and at a far lower expense than hiring four full-time ambulance response teams
    SALARY & BENEFITS
   
  • Village salaries and benefits are compared to market - fair to staff and taxpayer!
  • Periodic review of salary and benefits for all staff (including elected officials) to assure fairness to staff and the Tinley Park taxpayer. Increases cited by the opposition, are the results of retroactive increases - not unlike what happens when union contracts are finalized - the Village stands by its promises!
  • Example, last two surveys conducted by third party to validate compensation levels, and adjustments made to assure fairness.
  • Example, Village full time staffing is 50% of the average communities included in the survey for the Illinois Associations of City Managers, 2012 - we target pay for staff at the 66th percentile - and get far more!
    PENSION
   
  • Village pensions are funded far above other governments (especially State and County) keeping the promise to present and future employees!
  • Police Pension funded at 100% of funding obligations - and more, resulting in a 72.3% funding level at 4/2012, expected growth in portfolio and contributions will bring to near 80% funding level.
  • Other municipal employees (through the Illinois Municipal Retirement Fund -IMRF) funding obligations at 100%, resulting in 85% funding (IMRF 2012 year-end report)
    DEBT LEVELS
   
  • Village debt is incurred for long-term projects - those that will serve Tinley Park for generations to come! In addition they are paired with future revenue streams permitting annual property tax abatements - most recently over $5,300,000!
  • Infrastructure management has protected and enhanced homeowner values - flood mitigation projects have saved Village residents thousands of dollars in damages and flood insurance by controlling storm water - excellent stewardship of taxpayer's dollars.
  • Train Station Development - Oak Park Avenue and 80th Avenue Train Stations remain the "jewels" of the METRA line, giving commuters and citizens the opportunity to use upgraded facilities for generations to come.
  • Convention Center Development - the The Tinley Park Convention Center has become a nationwide destination providing Tinley Park businesses a huge boost in visibility and since funded through a tax increment financing - with no additional tax burden.

  • Example, FOIA requests responded to regardless of political motivation or harassing nature, consistent with State law.
  • Example, the accounting records of the Village are an open book, available on the Village website.
  • Example, public comments are welcomed at the end of every Village Board meeting - no notice required as in some other communities.
  • Example, Tinley Park has a cadre of citizens participating in Tinley Park government providing advice, counsel and business expertise - one of the largest volunteer commission structures in the State of Illinois.
